纽芬兰省提名(NLPNP)留学移民的重大变化

废话不说,新政策如下:

Applicants to the NLPNP International Graduate category are permitted to be employed in a position that is unrelated to their field of study at the time of application, provided the applicant is a graduate of Memorial University or College of the North Atlantic, and that the applicant’s position:

  1. Normally requires a post-secondary degree or diploma or an equivalent amount of experience;
  2. Corresponds to NOC level 0, A, B or C;
  3. Can reasonably be expected to lead to career advancement for the applicant;
  4. Is in a field in which the applicant has a recent combination of skill, experience and/or training, according to the NOC description, as defined by Employment and Social Development Canada: http://noc.esdc.gc.ca/English/home.aspx;
  5. Is full-time and indeterminate (i.e. not contractual or seasonal); and
  6. Responds to a labour market need in Newfoundland and Labrador (i.e. the employer indicates to the Office of Immigration and Multiculturalism the labour shortages they are experiencing)

The applicant must adhere to all other eligibility criteria of the International Graduate Category of the NLPNP. The applicant’s employer must adhere to all criteria of the NLPNP: http://nlpnp.ca/employers_criteria.html. The Office of Immigration and Multiculturalism reserves the right to deny any application that does not meet satisfactory criteria of the NLPNP.

International graduates of other provinces and territories in Canada will continue to be required to have a job offer in their field of study, in order to be eligible under the International Graduate category.

主页君(MUNCNSTU.com)解读:这个变化当然是一件好事。But,我们要知道,纽芬兰之所以留不住留学生,此前较严苛的移民条件只是原因之一,更大的原因则是相对少的工作机会。这次NLPNP的变化,主页君认为,对在纽芬兰学习商科等适用性较广的学科的同学来说,肯定是好事一桩;但如果你的领域专业性强、纽芬兰的市场需求少,那么从职业发展的角度说,你还是得优先考虑离开纽芬兰省……

对于刚开始了解留学移民纽芬兰的同学,可能看不懂主页君在说什么。这里我再给个深入的解释。比如,你学习的是理工类专业,好,你毕业了,留在纽芬兰,花了一段时间发现工作难找,于是找了个专业不相关的C类工作混了一年多两年,终于等到PNP;而与你同时毕业的同专业同学毕业后很快在多伦多这样的大城市找到了工作,累积了一年工作经验,可能前前后后也就两年不到,通过EE快速完成了经验类移民。两个案例相比之下,你的同学在更广阔的就业市场找到了专业对口的工作,在累积专业领域工作经验的同时也完成了移民;而你“混”了两年,选择磨磨蹭蹭的PNP,移民可能是下来了,但是浪费了最宝贵的工作经验提升的机会,而这两年里又有两届毕业生进入劳动力市场,你作为一个往届生,离开专业领域两年,如何与他们竞争?所以我说,PNP的这个变化可能只对部分专业的同学真正有利……
